Entrepreneurs of the collective transport of the country expressed this Tuesday their disagreement with 19 demands included in decree 257, within the Temporary Law for the Stabilization of the Rates of the Collective and Massive Passenger Public Transport Service, which was approved by the Assembly Legislative on December 22 last, since they consider that they do not have the capacity to comply with even half of them.

Several industry leaders were present at the press conference before the media, including Catalino Miranda from Fecoatrans de Inversiones y Negocios; Genaro Ramírez, from AEAS; and William Cáceres, president of Fecotrans de RL

There are three main points that businessmen consider impossible to fulfill: the enabling of an electronic collection system in transport units, the placement of GPS devices for geolocation in them, as well as the establishment of a single box for the entire sector .

"Electronic payment is not something that can be removed from the sleeve of the shirt," said Ramírez, and warned that they can only meet "six or seven" of the points required in decree 257; however, he expressed that "the political will has been expressed to us by the Legislature, to review the proposals we have made."

Regarding the GPS devices, Ramírez commented that "they cannot be applied and there is no technology (in the country) to be able to do it, they have to put their hands on consciousness and say 'they are right', we are appealing to that good judgement".

On the same point, Cáceres commented that "it has already been suggested that it is impossible for this mechanism to be installed in terms of a month or 15 days, it is impossible, there are no companies (enough in El Salvador to do it), we had already said it."

Likewise, regarding the indication of establishing a single fund, Cáceres commented that in the decree “it is being established that on each route there is only one person to whom the economic part of all the entrepreneurs is deposited. That is impossible, based on the culture that has been brought, that everyone is paid for their units under their account”.

Cáceres added that "some assessments have already been presented from this business team, with AEAS, Fecoatrans and other partners in the country, so that the Legislative Assembly can treat it, discuss it, and we hope that the proposals made by us are well seen and rationally approved. ”.
